Death before court JCF murder clear-up rate soars, but most accused killers never faced a judge

More than half of the murders solved by police this year ended with suspects meeting their maker, not a judge, as 162 of the 304 cleared cases involved alleged killers who died before they could face the courts.

The development has helped push the Jamaica Constabulary Force’s (JCF’s) murder clearance rate to a record 111 per cent between January 1 and July 4. A case is considered cleared up when police have identified the person responsible. This can happen through an arrest and charges, or when the suspect is identified but dies before being arrested.

The latest crime figures show that detectives cleared 304 murder cases during the period, representing a 20 per cent increase over the 253 cases cleared during the corresponding period last year. Of the 304 cases cleared, 159 resulted in arrests, while 148 were cleared after suspects died before they could be prosecuted. Overall, 162 of the solved murders involved suspects who died before facing trial, the JCF said.

The police’s improved clearance rate comes against the backdrop of a decline in murders, with the country recording 275 killings between January 1 and July 4, compared with 335 during the same period in 2025 — a reduction of 23 per cent.

Assistant Commissioner of Police Wayne Josephs, who heads the Criminal Investigation Branch, credited the results to disciplined investigative work, improved training, and collaboration across the organisation.

“I commend the detectives for capitalising on the golden hours of their investigations, the relentless follow-up and constant feedback. We have also been investing heavily in the training and mentorship of our detectives to deliver investigative services of world-class standard. This success is also credited to the collaborative efforts of the intelligence and operations branches, who provided valuable support,” Josephs said.

Meanwhile, the police have reported progress in tackling older cases, with detectives clearing 192 murders committed in previous years. Some of the solved cases dated back nearly two decades, including at least two cold cases from 2007.

Of the historical cases cleared, 107, or 55.7 per cent, were linked to murders committed in 2024 and 2025.

Police also reported increased enforcement activity, with 3,002 charges laid for major crimes during the period — 217 more than the corresponding period last year, representing a 7.7 per cent increase.

Charges for assault increased by 31 per cent, aggravated assault rose by 22 per cent, and break-in charges climbed by 18 per cent.
