‘Tumpa Dragon’ nabbed after 20 years on the run for St Thomas Shooting
After almost two decades in hiding, a man wanted for a 2006 shooting of a woman in St Thomas has finally been captured and charged.
Collin Mowatt, otherwise called 'Tumpa' or 'Tumpa Dragon', was arrested on Wednesday, February 26, by detectives from the St Thomas Criminal Investigations Branch.
Police report that about 1:30 p.m. on January 24, 2006, Mowatt allegedly approached a woman armed with two firearms and shot her before fleeing the parish.
For years, he reportedly managed to evade capture.
However, his luck ran out in December 2025 when police in St Ann intercepted him in connection with another firearm-related case. Further investigations and forensic evidence linked him to the 2006 St Thomas shooting, leading detectives to execute a warrant.
Mowatt has now been charged with Shooting with Intent, Wounding with Intent, Illegal Possession of Firearm and Illegal Possession of Ammunition.
Commanding Officer for St Thomas, Deputy Superintendent of Police Rohan Ritchie, praised the efforts of the police in finally bringing the matter before the court.
"We often hear the cliche of 'the long arm of the law,' and in this instance, that arm reached back twenty years," DSP Ritchie said. "The cohesive, collaborative and decisive efforts of the Jamaica Constabulary Force, stretching across divisional borders, remain on full display as we continue to build upon the public's confidence."
He also commended the St Thomas CIB team for their diligent work in laying the charges.
Mowatt is scheduled to appear before the court on March 6, 2026.
