Pervert peeping on female tertiary students

Female students living in university dorms across Kingston and St Andrew say they are being plagued by a man who allegedly positions himself outside their windows and pleasures himself.

“I saw him last year and it honestly scared me because I never expected to see something like that outside my dorm window. I was so afraid that I ended up getting blackout curtains because I didn’t want him to be able to see me or for me to see him,” a St Joseph’s Teachers’ College student told THE STAR.

“I’m scared about going back this year because I honestly feel like he’s going to come back. I wasn’t able to change my dorm because I haven’t come back from work and travel yet, so I just had to take what was available. Different room but same dorm so mi know him ago terrorise we again,” she said.

Former University of the West Indies Guild President Omolara Wilson said reports about the alleged offender have been circulating for years.

“As guild president from 2022, I would have gotten the reports from multiple young girls living on the George Alleyne Hall about it, and then the hall chairman would have also made reports,” Wilson said. “That’s when I first got the pictures and videos of the gentleman outside of the hall fence.”

Wilson said reports were made to campus security and the Mona police.

“We were told that he’s not touching anyone, and so they can’t do anything about it,” she said. “We continued to make reports and he was there, I want to say, most nights.”

But Superintendent Mark Harris, commanding officer for the St Andrew Central Police Division, refuted that police cannot act unless the man touches someone.

“That is not the case,” Harris told THE STAR. “Under the law, if a person exposes his person in a public place, it is an offence. He doesn’t even have to touch it or hold it or do anything. Once it is exposed, it amounts to the breach.” He said a report should result in police intervention.

“Once the police are called, they’re supposed to go there and treat with the report immediately and that goes in the form of an arrest,” Harris said.

Wilson said the man appeared to deliberately ensure that people saw him.

“He would do it in front of his car with the lights on, or he would have turned on the lights so persons could see that he is doing things to himself,” she said. Wilson said she eventually confronted him after becoming a resident adviser in late 2024.

“On the second night, I went there with my flashlight on and mi tell him say he needs to move away from my window,” she recalled.

“I’m not going to tell you that I wasn’t afraid. I had a sense of fear. I asked a gentleman to come with me to the fence. This man could be harmful and I can encounter him again,” she said, reasoning that the man may one day decide to abduct someone.

“There was one girl who had to move from where she was staying to a different space because she was so traumatised and afraid,” she said.

“What bothered me as well was when I posted and people started responding to say he has done this at Edna Manley College, St Joseph’s and Mico. I’m looking at it and a say this man has been at it for years,” she said.

But Harris said that he had not received any formal reports about the incidents and encouraged victims and witnesses to do so.

“It is something that needs to be investigated,” he said. “I would like to find where such a person is any day or time. I have police all over the place to treat with it.”

Wilson is also calling on university administrators along with the relevant authorities to take the reports seriously.
